POSITION SUMMARY:

COTA's Manager, Risk Asset Protection Services performs professional work supporting the Sr. Director, Risk Assessment and the Risk Assessment department. They perform organization-wide research; conduct internal and external investigations; manage the development, training, and oversight of security staff; evaluate and progress strategies for contingency planning and risk mitigation; and manage projects for short and long-term risk management and security initiatives.

The Manager conducts physical risk assessments for all property assets to ensure that the COTA's interests are adequately protected according to security best practices. They collaborate with all departments to fulfill physical and property security needs, develop policies and procedures, and provide training as needed.

Performs other duties in alignment with the COTA Strategic Plan and in support of the organization's vision to Move Every Life Forward.

ESSENTIAL JOB FUNCTIONS:

  • Identify, assess, mitigate, and monitor operational and strategic risks: Under directive of the Director, utilize risk management techniques to identify and evaluate potential risks to the company's operations and strategies, implementing measures to mitigate and monitor these risks over time.
  • Develop risk management tools, practices, and policies: Create and implement tools, practices, and policies aligned with COTA's risk management framework to analyze, report, and address both localized and enterprise-level risks, presenting findings to the Director.
  • Conduct site surveys of COTA properties including maintenance facilities, administrative offices, transit centers, and other assets;
  • Analyze risk models and provide recommendations: Build and evaluate existing and new risk models to generate recommendations for addressing and mitigating organizational risks, ensuring alignment with established risk management objectives.
  • Implement contingency planning and business continuity efforts: Develop frameworks and methodologies for completing business continuity plans, ensuring the organization is prepared to respond effectively to potential disruptions.
  • Manage enterprise project communication and documentation: Create project proposals, policies, procedures, and training materials, to support Division goals .
  • Oversee security staff and vendor contract: Manage the supervision, training, and development of contracted security personnel, ensuring legal compliance and adherence to COTA policies and procedures. Oversee the vendor contract and the market solicitation process, providing the scope of work and necessary qualifications.
  • Update security policies and procedures: Review and update security policies and procedures, maintaining accurate and timely documentation of changes, and submitting monthly security reports to Risk Assessment management as required.
  • Collaborate in security-related training development: Work in partnership with the Human Resources department, and other departments as necessary, to develop and deliver security-related training programs for COTA staff, promoting awareness and compliance with security protocols.
  • Ensure compliance with regulatory directives: Monitor organization-wide personnel, equipment, processes, and operational surveillance to ensure compliance with directives from regulatory bodies such as FTA, TSA, Department of Homeland Security, and other regulatory agencies.
  • Respond to emergencies: Respond to emergencies involving COTA property, vehicles, and personnel as needed, providing support and assistance in accordance with established protocols. Be available through mobile devices for voice and data communication during and outside of normal working hours, as determined by the Director, and respond within a reasonable timeframe to urgent situations.
  • Conduct organization-wide investigations as assigned including but not limited to personal and public property damage occurring on property, organizational and/or departmental processes and external criminal investigations involving COTA personnel and/or property;

MINIMUM EDUCATION & EXPERIENCE REQUIRED:

  • Requires a bachelor's degree in risk management, Public Safety Management, Business Administration, Criminal Justice, Law Enforcement, or related field and six (6) years of progressively responsible experience conducting criminal and security related investigations, managing physical security, and overseeing security personnel; or an equivalent combination of education and experience will be considered.
  • Ohio Driver's License (Required)
