POSITION SUMMARY:

The Director, Construction Management is responsible for performing professional work and overseeing the management and monitoring of work on capital building projects. Ensures that jobs are completed on time and within budget, to the standard expected of the organization. The Director, Construction Management manages the schedules of work and delegates tasks to colleagues and their teams, to ensure that each phase of the build is completed as planned to deliver a fully compliant project meeting organization requirements.

Perform other duties in alignment with the COTA Strategic Plan and in support of the organization's vision to Move Every Life Forward.

ESSENTIAL JOB FUNCTIONS:

  • Oversees construction and renovation of capital projects, directing all phases from pre‑construction through procurement, execution, and closeout for LinkUS projects and other assigned programs.
  • Manages project logistics, schedules, budgets, labor, risk, and project plans, performing regular reviews to keep work on track and to identify corrective actions when needed.
  • Supervises staff and multidisciplinary teams and external partners, including inspection and field staff, permitting coordinators, contractors/consultants, CMAR contractors, and project managers, and provides guidance to ensure alignment with program objectives.
  • Leads construction documentation and workflows in PROCORE, ensuring full adoption and compliance across construction teams; manages RFIs, submittals, change orders, daily logs, and other project records through the platform.
  • Trains and supports staff and contractors on PROCORE for project tracking, reporting, and collaboration, and act as the primary construction lead for platform governance and best practices.
  • Enforces quality control and safety protocols, conducting regular site inspections and audits to verify compliance with specifications, regulations, and safety standards.
  • Coordinates stakeholder communications and reporting, meeting regularly with internal customers, third parties, and managers; prepares and delivers project update reports to Capital Delivery leadership and board members.

MINIMUM EDUCATION & EXPERIENCE REQUIRED:

  • Requires a bachelor's degree in civil engineering, architecture, or other related fields and seven (7) years of experience in designing civil, architectural type of projects, overseeing/managing construction projects, and prioritizing project works. Master's degree in business administration (MBA), civil engineering or related fields preferred.
  • An equivalent combination of education and relevant experience will also be considered.
  • Professional Engineers license or architect license, Project Management Professional (PMP) certification, Certified Construction Manager (CCM) and LEED Certification preferred.
