POSITION SUMMARY:

The Sr. Analyst, ERP & Financial Reporting is the primary guardian of the organization's financial data
ecosystem. This role bridges the gap between accounting and information technology, ensuring that the
Enterprise Resource Planning (ERP) system is optimized for accuracy, compliance, and transparency. The
successful candidate will lead the financial reporting lifecycle-producing statutory financial statements,
managing the General Ledger (GL) architecture, and overseeing system upgrades-to ensure a clear view
of the organization's fiscal health.

Performs other duties in alignment with the COTA Strategic Plan and in support of the organization's
vision to Move Every Life Forward.

ESSENTIAL JOB FUNCTIONS:

ERP System Administration & Governance
• Serve as the functional lead for the ERP system, overseeing configuration, chart of accounts (COA)
maintenance, user permissions, and overall system stewardship.
• Lead system lifecycle activities, including upgrades, module implementations, and User
Acceptance Testing (UAT), ensuring accounting operations remain uninterrupted during IT
deployments.
• Maintain data integrity by establishing and monitoring automated controls, reconciliations, and
processes that ensure a single, reliable source of financial data.

Financial Reporting & Compliance
• Lead the preparation of the Annual Comprehensive Financial Report (ACFR) in accordance with
GASB and GAAP standards.
• Manage financial submissions to the National Transit Database (NTD) and ensure compliance with
Federal Transit Administration (FTA) requirements.
• Develop and maintain standardized financial reports and reporting libraries, including Income
Statements, Balance Sheets, and Cash Flow statements.

Process Optimization & Audit Support
• Act as the primary system liaison for external auditors, providing system‑generated workpapers and
explaining financial system workflows.
• Identify and automate manual or redundant accounting processes, driving continuous improvement
and operational efficiency.
• Monitor and document Internal Control over Financial Reporting (ICFR) to support compliance and
mitigate risk.

Business Intelligence & Dashboards
• Design and maintain financial dashboards and reports using Power BI or built‑in ERP reporting
tools for executive‑level stakeholders.
• Provide technical training and user support to Accounting and Payroll teams on system features,
reporting tools, and data entry best practices.

MINIMUM EDUCATION & EXPERIENCE REQUIRED:

• Requires a bachelor's degree in accounting, finance, or information systems and a minimum of
three (3) years' experience in financial systems management, public sector accounting, or technical
financial reporting. Experience with ERP architectures; advanced proficiency in SQL, Crystal
Reports, Power BI, or similar data visualization tools required.
• An equivalent combination of education, training or relevant experience will also be considered.

LICENSES & CERTIFICATIONS:

• Certified Public Accountant (CPA) or Certified Information Systems Auditor (CISA) credential
preferred.
