POSITION SUMMARY:

Performs professional work building schedules for the organization's system-wide service area to ensure cost-effective use of bus operator personnel and equipment within the constraints of the Union contract. Works cross departmentally to collect and analyze ridership data used to track and determine accurate running times for all fixed route services.

Performs duties that advance COTA's Strategic Plan and reflect the organization's core values of safety, empowerment, accountability, teamwork, and service, and support the mission of Moving Every Life Forward.

ESSENTIAL JOB FUNCTIONS:

  • Analyzes data collected from bus operators, supervisors, Automatic Passenger Counter (APC), ride checks, point checks, CAD/AVL, and field studies to determine accurate running times, maximum loads, recovery points in building, modifying/rebuilding schedules and blocking buses;
  • Determines accurate running times and headways for building midways; cuts runs, swing runs and combination runs; rosters days off;
  • Conducts field studies on running times, schedules adherence, load counts, maximum load points, recovery points and routes for possible schedule modification; routinely investigates schedule complaints/recommendations from operators, supervisors, the public; performs necessary research and recommends changes in schedules; coordinates any implemented revisions with various concerned COTA departments/offices;
  • Creates maps of routes for bus schedules for regular and special services both in Trapeze FX and at time in ESRI ARCGIS. Creates maps of bus stops along various bus routes.
  • Develops new schedules; modifies bus schedules, run cutting/rostering, and running times. Attends Operator Comments meetings on a monthly basis;
  • Assists with bus operator sign-up three (3) times a year to explain schedules and answer questions concerning the current service period; utilizes Trapeze to modify information and generates updated documents for Bus Operations;
  • Plots and maintains records for route miles, gathers accurate deadhead, revenue miles and running times between nodes, including in/out station routes;
  • Coordinates the updates, modifications and changes to the Public Timetable Maps; generates weekly tracking report for progress of public timetable generation during service changes; assists with proofing of public timetables;
  • Creates bus schedules for special services (Ohio State Fair, Football Trippers, Zoo Service, Red, White & Boom); provides necessary reports concerning these projects to the Finance Department, etc.;
  • Coordinates and prepares the FTA NTD reports for the department;
  • Facilitates special transit projects or services as needed; and
  • Maintains Trapeze Fixed Route database (and paratransit buffers).

OTHER JOB FUNCTIONS:

  • Regular, predictable and punctual attendance required.

MINIMUM EDUCATION & EXPERIENCE REQUIRED:

  • Requires a Bachelor's Degree in business or computer science and four (4) years of experience in utilizing data in a computer environment with two (2) years working in a scheduling or transit scheduling environment; equivalent combination of education and experience will be considered.
