POSITION SUMMARY:
Performs highly professional responsibilities and supervisory work managing COTAs Operations Facilities, Transit Centers, Park-N-Rides, and Bus Stops. Facilities Operations requires Capital Project Management and oversight of Design Consultants and Construction Contractors; analysis, maintenance, and operation of Facilities assets; service contract development and oversight; budget development and management; compliance with all Federal, State, and Local regulations; supporting COTA events; and providing safe and comfortable environment for COTA staff and customers. Responsibilities include the management of COTA Facility Union staff and coordination of Facilities Operations with other COTA stakeholder departments.

ESSENTIAL JOB FUNCTIONS
- Monitors and coordinates the activities required to perform facility-related tasks; provides daily supervision, prioritizes work, ensures adequate training and motivation for Facilities Maintenance Personnel; establishes work schedules; interprets and applies contract provisions fairly and equitably to avoid labor disputes while maximizing the use of personnel and equipment; coordinates preparation and monitoring of budget;
- Develops, maintains, and analyzes COTA Preventative Maintenance systems to meet or exceed OEM standards; ensures all grant-funded equipment are maintained according to Federal Transit Administration regulations; maintains new equipment warranties. Tracks Facilities labor and maintenance operations using asset management technology;
- Ensures a clean, safe and comfortable work facility for public use, administrative and represented staff; develops preventative maintenance programs and budgets, and maintains necessary schedules and logs of all COTA facilities and equipment;
- Requisitions material and equipment required to perform building and grounds related tasks and maintains inventory of parts and supplies for routine and preventative maintenance and cleaning; monitors open purchase orders of subcontractors, capital projects and test products and oversees work of all on-site contractor personnel;
- Ensures 24-hour on-call coverage of COTA facilities and properties in the event of an emergency including water and/or gas leak repairs, snow removal, EPA release etc.;
- Maintains good labor relations through effective counseling and disciplining of employees in a fair and equitable manner; achieves maximum productivity and high employee morale through sound and effective communications; decides and may resolve all Step 1 grievances;
- Coordinates efforts with Legal Services and Human Resources on all building safety and environmental issues; supports all other departments on activities that require the use of Facilities personnel;
- Obtains specifications for writing scopes of work, planning for capital projects, and monitoring and preparing Facilities budget; supports the Director of Facilities in the execution of projects assigned;
- Performs Project Manager responsibilities for capital projects that are assigned;
- Regular, predictable and punctual attendance is required.
MINIMUM EDUCATION & EXPERIENCE REQUIRED:
- Requires an Associate's Degree in mechanical or electrical engineering and five (5) years of experience in construction management, maintenance or related field. An equivalent combination of education and experience in business or public administration will also be considered.
- Experience with Compress Natural Gas (CNG) fueling and HVAC equipment or relevant training/certifications required.
LICENSES & CERTIFICATIONS:
- Life safety equipment certifications preferred.
- Electrical education certification in commercial buildings preferred,
- Building Automation Systems (BAS) certification preferred.
