Your Impact

We're looking for a driven, people-first Activation Analyst / Implementation Specialist to play a central role in how states and their workforces adopt and succeed with CHAMP's ELT and digital titling platforms. You will serve as a critical bridge between CHAMP's internal teams and state partners — leading change management strategies, enabling workforces to confidently operate new digital systems, and guiding states from legacy processes to modern, connected workflows.

What You'll Do

Change Management (Primary Focus)

  • Design and execute comprehensive change management strategies for state partner transitions to CHAMP's ELT and vehicle modernization platforms.
  • Conduct organizational readiness assessments to identify risks, resistance points, and enablement gaps ahead of activation.
  • Develop and deliver stakeholder engagement plans, communication strategies, and adoption roadmaps tailored to each state's unique environment.
  • Champion change at every level — from front-line agency staff to executive leadership — building buy-in and long-term commitment to new digital workflows.
  • Track and report on adoption health metrics, surfacing actionable insights to course-correct where needed and accelerate change.

State Activation & Implementation

  • Lead end-to-end onboarding of new state partners onto CHAMP's ELT and titling platforms, managing activation milestones from kickoff through go-live and stabilization.
  • Develop detailed activation roadmaps, timelines, and risk mitigation strategies in partnership with state agencies and internal stakeholders.
  • Serve as a primary point of contact for government agencies, lienholders, service providers, and industry partners throughout the activation lifecycle.
  • Facilitate workshops, working sessions, and executive briefings to align goals, resolve issues, and maintain transparency.
  • Monitor activation progress, proactively identify delays, and recommend corrective actions to keep projects on track.

Workforce Enablement

  • Develop and deliver role-based training programs that equip state agency staff, lienholder representatives, and partner organizations to confidently use CHAMP's ELT and related platforms.
  • Identify workforce readiness gaps and design targeted enablement interventions — including job aids, quick reference guides, and hands-on practice environments.
  • Partner with internal product and UX teams to ensure training materials reflect the latest platform capabilities and workflow updates.
  • Measure training effectiveness and refine programs based on feedback, performance data, and post-activation outcomes.
  • Build a culture of continuous learning among state partners by establishing ongoing support structures beyond initial activation.

ELT Product Training & Adoption

  • Serve as a subject matter resource for CHAMP's Electronic Lien & Title product, translating complex platform functionality into accessible, audience-appropriate guidance.
  • Support state agencies and lienholders in understanding ELT processes, transaction workflows, and compliance requirements.
  • Collaborate with product and implementation teams to develop adoption playbooks specific to ELT activation scenarios.
  • Stay current on ELT legislative and regulatory changes across states, incorporating updates into training and change management materials.

Process Documentation & Continuous Improvement

  • Capture lessons learned, activation issues, and resolutions to build and maintain a living playbook for future state modernizations.
  • Standardize processes, templates, and checklists to improve consistency and efficiency across activations.
  • Contribute to a culture of continuous improvement by bringing forward insights that strengthen CHAMP's delivery model.

Required Qualifications

  • Bachelor's degree in Project Management, Public Administration, Organizational Development, Communications, or a related field; equivalent experience considered.
  • 3+ years of relevant experience in change management, project coordination, workforce enablement, or agency — government or public sector experience strongly preferred.
  • Demonstrated success leading organizational change initiatives and supporting system implementations or technology activations.
  • Experience developing and delivering training programs or enablement materials for diverse audiences.
  • Strong stakeholder management skills, with the ability to communicate effectively with both technical and non-technical audiences across all organizational levels.
  • Familiarity with ELT, vehicle titling, or DMV/MVA processes is a plus.
  • Excellent organizational skills with the ability to manage multiple projects and competing priorities simultaneously.
  • Skilled in developing and delivering compelling digital presentations (PowerPoint, Canva, etc.).
  • Self-motivated, adaptable, and entrepreneurial — with a strong bias toward action and outcomes.

Preferred Qualifications

  • Experience working in a SaaS or Information Technology environment
  • Experience in a company selling services to the government

Salary Range

The expected salary range for this position is $65,000 to $85,000 annually. This is a good faith estimate, and final compensation may vary based on experience and skills.
