Market Intelligence Analyst

Location: Cleveland (Onsite – 4 days in office)

Department: Government Partnerships

Reports To: Director, Business Development & Government Partnerships

Travel: up to 10%

Your Impact

CHAMP is seeking a curious, highly analytical, and research-driven Strategic Market Intelligence Analyst to help shape our growth strategy across state government markets. This role is ideal for someone who thrives on uncovering insights that others miss, connecting seemingly unrelated information, and turning qualitative and quantitative research into actionable business intelligence.

The ideal candidate is equal parts researcher, strategist, and storyteller. They enjoy digging into public and non-public information, identifying trends and opportunities, and building comprehensive intelligence profiles that help drive business development and strategic decision-making.

This position works closely with Government Affairs, Business Development, and Leadership to develop deep intelligence on State DMV ecosystems, market opportunities, and key stakeholders.

What You’ll Do

Market & State Intelligence

  • Conduct extensive research on state DMV agencies, transportation departments, and government stakeholders.
  • Develop comprehensive state intelligence profiles, including:
  • Population and demographic trends
  • State priorities and initiatives
  • Existing DMV technology ecosystems
  • Business opportunities and market gaps
  • Regulatory, political, and operational challenges
  • Customer pain points and unmet needs
  • Assess market potential and provide recommendations regarding market attractiveness and strategic opportunities.

Primary & Secondary Research

  • Conduct both primary and secondary research using a variety of sources, including:
  • Company Websites
  • Government publications
  • LinkedIn
  • Industry publications
  • Media coverage
  • Public records
  • AI research tools (CoPilot)
  • Professional networks and industry contacts
  • Synthesize large amounts of information into meaningful, actionable insights.

Customer & Stakeholder Intelligence

  • Research and develop profiles on key government stakeholders and decision-makers.
  • Identify relationship gaps and opportunities across state agencies.
  • Understand organizational dynamics, priorities, and potential challenges impacting state decision-making.
  • Provide strategic recommendations to support customer engagement efforts.

Competitive & Strategic Analysis

  • Monitor market trends, emerging technologies, and competitive activity.
  • Identify patterns, opportunities, and risks across the government technology landscape.
  • Translate research findings into strategic recommendations for leadership and business development teams.

Executive Briefings & Conference Preparation

  • Develop both high-level summaries and detailed intelligence reports for executive leadership.
  • Create rapid-response briefing materials in preparation for conferences and customer meetings.
  • Maintain current intelligence on target states and quickly deliver insights when new meetings and opportunities arise.
  • Present findings and potential pipeline opportunities during weekly market intelligence meetings.

Cross-Functional Collaboration

  • Partner with Business Development, Government Affairs, and Leadership teams to influence market strategy and customer engagement plans.
  • Collaborate with existing market analysts to combine qualitative insights with quantitative frameworks and market data.

Requirements Qualifications

  • 3 + years of experience in market research, customer insights, competitive intelligence, strategy, or qualitative research
  • Bachelor’s degree in sociology, marketing, political science, public policy, communications, market research, business, economics, or a related field.
  • Exceptional research and information-gathering skills.
  • Strong ability to synthesize complex information and identify meaningful patterns.
  • Excellent written and verbal communication skills.
  • Ability to transform ambiguity into actionable recommendations.
  • Experience with build tools and dependency management
  • Experience with writing automated tests
  • Strong organizational skills and ability to manage shifting priorities and tight timelines.

Preferred Qualifications

  • Experience conducting primary research.
  • Experience writing research papers or producing long-form analytical reports.
  • Background in customer insights, consumer behavior, or qualitative research methodologies.
  • Familiarity with government, public sector, or regulated industries.
  • Experience using AI research tools and intelligence platforms.
  • Ability to blend qualitative insights with quantitative date and market indicators.

Salary Range

The expected salary range for this position is $75,000-$125,000, annually. This is a good faith estimate, and final compensation may vary based on experience, skills, and geographic location.
