Location: Cleveland (Onsite – 4 days in office)
Department: Government Partnerships (SALES)
Reports To: Director, Business Development & Government Relations
Travel: >20-30%

Your Impact
As a Business Development Representative, you’ll be at the forefront of CHAMP’s growth, opening doors to new opportunities across federal, state, and local government. As one of the first points of connection with prospective customers, you’ll turn research into relationships, identifying the right agencies and decision-makers, starting meaningful conversations, and building strong pipeline for our sales team. Your work will directly expand CHAMP’s reach in the public sector and help introduce government leaders to technology that can transform how they serve their communities.
What You’ll Do
Prospecting & Lead Generation
- Conduct outbound outreach (e-mail, phone, LinkedIn, events) to federal, state, and local government agencies.
- Research and map agency structures, decision-makers, and procurement cycles to identify the right contacts.
- Maintain a high daily/weekly cadence of outreach aligned with measurable activity metrics.
Qualification
- Engage with prospects to understand pain points, workflows, and modernization needs.
- Deliver clear value propositions and product messaging tailored to government audiences.
- Assess lead quality and schedule discovery calls or demos for Account Executives.
Collaboration & Pipeline Management
- Work closely with the Sales, Marketing, and Product teams to refine messaging, share market insights, and improve lead quality.
- Update CRM systems (e.g. Confluence) with accurate activity logs and pipeline data.
- Participate in weekly pipeline reviews and contribute to sales forecasting.
Market & Product Understanding
- Develop expertise in our GovTech SaaS platform, government procurement processes, and regulatory environments.
- Stay informed of agency modernization priorities, grant funding opportunities, and industry trends.
Required Qualifications
- 1-3 years of sales, business development, or customer-facing experience (SaaS or GovTech preferred)
- Strong communication skills, both written and verbal, with the ability to speak to public-sector audiences.
- High level of organization, persistence, and self-motivation.
- Experience with CRM software (e.g Confluence)
- Ability to learn quickly and articulate technical concepts in simple terms.
Preferred Qualifications
- Experience selling into government agencies or familiarity with government procurement processes which can often have long sales cycles.
- Knowledge of public sector operations, compliance standards, or digital transformation initiatives.
- Track record of meeting or exceeding activity-based metrics.

Salary Range
The expected salary range for this position is $75,000-$100,000 annually, comprised of a base salary plus commission. This is a good faith estimate, and final compensation may vary based on experience, skills, and geographic location.
